19X ROI in Local Economic Impact: Inside Littleton, CO's Award-Winning Shop Local Program

Nestled at the base of the Rocky Mountains, just south of Denver, Littleton, Colorado, is a vibrant community that beautifully balances its historic roots with modern suburban appeal. With a population of around 44,451, Littleton boasts a rich history spanning back to the 1859 Pikes Peak gold rush. The city is celebrated for its historic downtown—featuring over 250 locally owned shops, cafes, and boutiques—and its abundant outdoor recreation, including the picturesque Chatfield Reservoir and the winding Highline Canal Trail.


For economic development officials, maintaining the "small-town charm" of such a robust downtown while supporting local business growth is a top priority. In January 2024, the City of Littleton took a significant step toward achieving this by launching the Open Rewards program.


In just two years' time, the City has achieved a staggering $2.6M of local economic impact for 182 local businesses. This achievement has earned them a well-deserved Annual Excellence Award for Best Partnership at Downtown Colorado Inc.'s 2026 Conference this past week!



The Shop Local Initiative

Designed to incentivize residents to shop locally, the Open Rewards app allows shoppers to earn 5% back on purchases made at eligible brick-and-mortar businesses within city limits. Funding the program initially with $40,000, Littleton added local businesses to the program seamlessly—with no added costs or burdensome requirements. Customers participate by linking their credit cards or simply uploading photos of their receipts, and can redeem their earned rewards at any other eligible business in town.


Crucially, the City of Littleton intentionally designed this initiative to channel dollars directly into the hands of independent merchants rather than large national chains. To be eligible for the program, businesses must be small, non-franchise, locally owned, and operate a physical storefront within the city. This focus ensures that every dollar invested by the city genuinely supports the local economy and preserves the unique character of the Littleton community.

“We've had a lot of excitement from our business community and it's an easy win because they don't have to do very much. We've made it as simple as possible for them.” said Jamie Crout with City of Littleton Economic Development.

Supercharging Engagement with Special Promotions

To further drive foot traffic during key seasons and local events, Littleton strategically increased the cashback incentives for limited periods. Throughout the year, the city offered elevated 10% rewards to coincide with major shopping peaks and beloved community gatherings. Promotions were tied to popular initiatives like Small Business Week, Mother's Day, and Restaurant Week, giving residents an extra push to dine out and shop local.


The city also leveraged these 10% special rewards to amplify attendance and spending at signature local events, including the Littleton Block Party, Illuminate Littleton, and the historic Candlelight Walk. By tying these incentives directly to civic events, Littleton successfully utilized the Open Rewards platform not just as a rewards program, but as an active engine for community engagement and activation.


Unprecedented Economic Impact

The results of the program have been nothing short of extraordinary. Within a few years, the initiative has already achieved:


  • $2.6 Million in economic impact generated for the community.

  • 19X ROI on the city's investment.

  • 182 local businesses actively supported.


These metrics are a real testament to how effective a community-wide rewards program is in driving local shopping, keeping dollars within the community, and delivering real benefits to small business owners.
